They will do it if it is an obviously steep climb, imo

the AP forced NDs hand re: bowl participation in 1968, when they included bowl games in their championship voting. ND wasn't legally shut out but they had seen first hand the effect of that process. they knew they'd be in a deep hole.

today is no different. they may have to feel the sting again to be reminded. but there are significant ND alumni that have been there before.

if the Big 12 either collapses or establishes a CCG, the writing is on the wall.
