I don't think there is historical precedent. The Big 12
has no limits on admission of non-qualifiers. The ACC has strict limits (as does the PAC. They are slightly more accommodating in the B1G and SEC, but not much.
I think several Big 12's , if they moved to the ACC or PAC, would have to change their recruiting model.
In fairness, I don't know if these JUCO's kids at WVU were non-qualifiers or not, but in the ACC you can only take 1 per year. And I do know one of their 2016 signing day lists shows 6 more JUCO's coming in the fall. JUCOs, regardless of the reason, are currently a big part of their recruiting strategy.
