I'd present them scenarios and ask how they'd handle them.
That tests substantive knowledge.
Ask them how coworkers and subordinates would describe them. That should give you a sense of whether they're arseholes or not.
Ask what inspires them. You want somebody with drive, not a person just looking for a paycheck.
Stay away from silly gotcha questions. Your job is to find the best candidate, not match wits with them.
