It's more for practical reasons


With that format you can pretty much have every team's conference schedule set in stone, once you figure out who gets who as far as the five-team rotating schedule goes. It's a lot easier than randomly assigning 8 out of 13 teams to everyone every year.

And even with the three teams assigned to VT (which I assumed is akin to what the ACC would give us rather than what we would prefer), giving up playing UNC and Miami every year would be more than made up by rotating FSU and Clemson every year.
