My understanding is no, fuel ethanol has a lower carbon footprint than petroleum derived gasoline, but I know there are different studies that say different things. Both processes are pretty energy intensive when you think about pumping oil out of the ground, moving it to a refinery somewhere else in the world, then moving it to point of use. At least the bio-refineries are in the corn belt close to the source, and the waste solids are used to feed cattle (protein rich corn solids). So there are lots of factors, and how you quantify all of them are pretty important to figuring it all out. Plus both industries get big subsidies, which skews the economics.
Like I said, I have a horse in the race, but I do believe the corn ethanol is on a whole a better alternative than petroleum based gasoline.
