Foolish, so is reduction in gas tax. The move is to increase the gas tax
across a coalition of US, EU, Japan..maybe even China, and then offer a resumption of the monthly checks Trump was sending out during COVID to offset impact to low-income drivers. The goal would be to push people to carpool, buy more efficient cars, etc without harming vulnerable parts of society.
Ethanol is just pandering to midwestern states that grow corn and their lobby. It is bad policy.
In good news, Japan is resuming Nuke operations to reduce dependency on Russia/OPEC+. US/EU should be on nuke as well as solar/wind and treat that like the National Security issue it is.
US Domestic oil production seems very slow to respond to higher prices after Putin/OPEC+ put so many out of business, so I think this needs to be attacked on the demand side of the equation to bring it under control as US producers seem unable to provide short-term relief.
This is a huge mess, but one would hope the West will see this as exposing a massive national security issue and not let this crisis go to waste, reducing gas taxes and talking about Ethanol is just incredibly foolish responses.
