As for your first point, that may be difficult because....


...a prior administration fast tracked the sale of American uranium to a Russian company. It was also reported that uranium had been removed from the US and shipped to Russia, which was illegal. But I'm sure the government officials who pushed that sale through got paid handsomely.

The result is that Russians can put that American uranium into nuclear weapons, then shift the blame to the US. The same can also be said for Russian nuclear warheads that disappeared after the fall of the iron curtain. Anyone who got their hands on those weapons can use them to put the blame on Russia. You had a much better chance of identifying the culprit by tracking the isotopes decades ago, but not now.
