Very weighty decisions. One must be absolutely certain the source of the


act before initiating response(s).

For a nuke, the component isotopes and make up can be traced. Ofc, any blackmarket nukes would confuse the assignment of blame. OTOH, if the nuke is launched from a missile site, or carried in via cruise missile, these can be traced to the source using technical means.

Cyber - a murky area. At least (according to multiple press reports) POTUS told Vlad what things were off limits a few months back. Vlad, if so inclined, could hit cyber attack on things POTUS did NOT include on the list of facilities that were "off limits."

It would follow, the "threshold of atrocity" (aka line in the sand) would be crossed if the items POTUS identified were cyber'd out of operation. So, there is one definitive threshold everyone is aware of where it is. There are likely additional items that are off limits not generally known.

Frustration is natural - in war, media spin is in overdrive on both sides. Every so often, the media actually gets it right. Hard to judge. Over the fullness of time things come more into focus.
