Cards issued by Russian banks under Visa or MasterCard will still work in Russia. They just won't work outside the borders. The opposite is true for cards issued outside of Russia, they will not work inside the borders.

I have a some Georgian friends who live the embassy life in NoVA. They are very anti-Putin to say the least. :)
