I do think you are right that we would be more selective in the way we


attack.

I do not agree that we have never done a cyberattack. In fact, we are likely behind some of the most sophisticated attacks, Stuxnet being a prime example. I'm not sure Russia has ever managed anything on that scale, that targeted, or with that level of sophistication. As you said, they don't see much as off limits so they probably do get more small wins where a piece of a random system is offline for a week or some data is leaked. That's not to say that isn't serious or problematic.

You are right that many cyberattacks/crime come from Russia and Eastern Europe, but these are people who look to steal data, it's not the same skill set as being able to take over a system stealthily and do damage from there. What they do can cause havoc, but it's just not the same.

I don't think Russia could operate its entire country with pencil and paper. Maybe a village in Siberia still uses a well and a simple oil power plant, but Moscow?
