You aren't wrong, but I don't think it means Russia is stronger.


If the country with likely the most security experts (and the people who wrote the vulnerable software...) is vulnerable, what do you think Russia is?

If Russia can coordinate and fund a massive, coordinated attack, what do you think the US can do?

I'll throw this in: a big part of computer attacks is going unnoticed. I realize not noticing something could mean nothing's been done, but when you consider something like the success of Stuxnet on that front for 5 years while decimating malicious industrial equipment, it's not completely hollow to lean towards success versus failure in that uncertainty.
