It's not that I think Russia is stronger


I just think that we (the US) would in general consider cyberattacks on infrastructure to be slightly unethical. And we absolutely have never sanctioned or endorsed it before, so I'd think not many of the world's experts on cyberattacks (actual attacks, not cyberdefense) live in the US. Many of them live in Russia because its a legal safe haven for them.

I also think our infrastructure is WAY more vulnerable specifically because it is far more advanced. If Russia had to operate its entire country with pencil and paper, they could do it. I don't think we could.
