In bonsai you can remove leaves and newer leaves are then smaller. Might work with magnolias too. Strip the leaves and see what happens.
A local nursery in my NC county bred a magnolia that is called Little Gem ( I think) that gets 25 ft (?) instead of 40…. But you’ve got volunteers ready made and nothing to lose!
