I doubt the majority of the other members would be in favor

of eliminating the protected cross-division games because they are playing an important rival.

Duke-Wake
UNC-NC State
GT-Clemson
Miami-FSU
Pitt-Syracuse

These are the only "forced" cross-division games.

VT-BC
UVA-L'ville

If the ACC is going to keep the divisions, then realign the protected cross-division pairings so everyone is paired with an important rival.

BC-Syracuse
L'ville-Pitt
UVA-VT
Duke-Wake
UNC-NC State
Clemson-GT
FSU-Miami

Once the ACC has that squared away, then it should be easy to decide who goes in which division while still preserving as many rivalries as possible.

Atlantic/Coastal
BC-Syracuse or Syracuse-BC
Pitt-L'ville or L'ville-Pitt
VT-UVA
Wake-Duke
NC State-UNC
Clemson-GT
FSU-Miami or Miami-FSU

The ACC has flexibility with 3 pairings. Although I would probably recommend trying to balance out the divisions so 1 division doesn't end up with all the "islands" (i.e. FSU/Miami but not GT in the division, BC with Pitt as the closest division foe, Syracuse with UVA/VT as the closest division foe, etc).
