I can't remember if you probate the will where the person lived or where they died in Virginia.
I think my dad's will was probated where he died.

I would call the probate office in the county she died and confirm with them - then setup an appointment and bring the original will. Since no 2nd Executer named I'm not sure how the probate office will proceed.

Keep in mind that executer and beneficiaries are two different things. FIL was named executer but you/brother are the beneficiaries.
