1) Yes, after death POA is done
2) Was a 2nd executor named (after FIL)?

Virginia?

Step #1, take the will to the local probate office and hopefully it has enough info to tag an executor. Then executor is responsible for paying bills, selling items and distributing money. The executor should get something called a certification of qualification which is a legal notice that person xwy is the executor. Executor uses this to get a checking account just for the Estate to pay bills from, deposit proceeds into, etc.

I was executor for my MIL and it was a tedious and a lot of work (filing with the probate office) but very doable.
