Causal relationship between ranking of teams offering and recruit's ranking

Recruits are rated based on which teams are offering them. A recruit's ranking will be bolstered by the number of top-tier programs that have offered them. A talented guy like Steven Peoples was a one star recruit but he proved that he could play at the P5 level.

The article below notes how over 50% of the blue chip recruits from 2015-2017 did not contribute BUT FSU's classes were consistently ranked in the top ten. FSU slid to mediocrity during the 2017 season and their 2018 class was still ranked at 11 by one service.

I've found that 40% attrition is the norm at Tech and with the 2016 VA top 25 from 247sports. I just don't think rankings are accurate when 40% or more of a class will not contribute on the field.
