proof of your theory you can work backwards from 2016 and see the results. If memory serves correct similar patterns can be seen back until about 2011. From 2011, all the way back to 2000 results are stronger, some years better than others but, fact is VA has seen a significant talent drop in last 10 years and particular areas have even dropped further from historical levels than the state as a whole. Moreover, some positions, QB being the most notable, are no where close to former times.
