I did a little research last night and there is currently only 1 conference

within the entire NCAA that currently has 16 members in football. That conference is the Pennsylvania State Athletic Conference (PSAC) which is a NCAA DII conference. From what I could tell about the PSAC's history, it appears the conference has opted to go the permanent division route instead of the rotating quads/pods route.

Interestingly enough the PSAC has even found a way to play an 11 game schedule including 2 teams play in the CCG and still be able to participate in the NCAA DII Playoffs. It appears the PSAC's CCG is scheduled to be played on November 13, which is also the final day of the regular season and teams already scheduled to play an opponent that day. I guess whomever is determined to be the division winners play each other in the CCG while their originally schedule opponents play each other. At least I doubt 2 teams play 2 games on the same day.
