Then you are still splitting up the GA schools which defeats the purpose.

I can pretty much guarantee you the following things.

1. JMU and ODU will want to be in the same quad.
2. GA State and Ga Southern will want to be in the same quad.
3. Marshall will probably want to be in the same division (notice I didn't say quad) as App State.
4. App State will probably want to be in the same division as Marshall, Coastal Carolina, maybe JMU, and maybe ODU.
5. Coastal Carolina will probably want to be in the same quad/division as the 2 GA schools.
6. The 2 AL will want to be in the same division/quad.
7. The 2 LA schools will want to be in the same division/quad
8. Arkansas St will want to be in the same division/quad as Texas State and the 2 LA schools.
9. Texas State will want to be in the same division/quad as the 2 LA schools.
10. So. Miss will probably want to be in the same division/quad as the 2 AL and maybe even the 2 LA schools.
11. JMU will probably want to be in the same division/quad as Marshall.

My point is the current 2 division model is structured to satisfy all those issues I mentioned up above. If for some reason the Sun Belt wants to expand to 16, then it will add 1 member to the East and 1 member to the West in the event it ever wants to switch to a quad system. After all the quads are already set up pretty clean now.

Quad A: Marshall, JMU, ODU, and 1 more
Quad B: App State, Coastal Carolina, GA State, and GA Southern
Quad C: Troy, S. Alabama, So. Miss, and 1 more
Quad D: UL-Lafayette, UL-Monroe, Arkansas St, and Texas St

Remember there is always the possibility that if the Sun Belt did expand to 16 members (with or without the quads) that the conference may prefer to go with 8 conference games instead of 9 because an even number is better than odd number for scheduling purposes and the conference didn't want to go to 10 conference games. Since the divisions are already set up nicely, the Sun Belt may not want to go with rotating quads because they would rather have the divisions were fixed to make it easier to build more rivalries within the division.

Basically what has been proposed would be similar to if the ACC did something like this:

Quad A: UConn, BC, Syracuse, and UVA
Quad B: Pitt, WVU, L'ville, and VT
Quad C: Wake, Duke, UNC, and NC State
Quad D: Clemson, GT, FSU, and Miami

Note: Notre Dame is still a non-football member.

I can almost guarantee you that UVA would vote "no" to the proposal before anyone could say "Jumpin' Jack Flash" because of the impact it would have on its scheduling. It is even possible the "no" vote would be much quicker if the ACC decided to remain at 8 conference games which would mean eliminating the protected cross-division game. This scenario would force UVA to reserve 1-2 OOC slots every year to ensure it continued playing UNC and/or VT (assuming either/both schools are willing) on an annual basis for when their quads are not in the same division as UVA's quad. Once in a blue moon (aka the UNC-Wake OOC series) may be fine. But I double any ACC school would want to do it on a regular basis particularly for an opponent that is supposed to be a conference foe.

Something else to consider is a conference could decide to continue using these quads for other sports. In the ACC example, it would likely mean that UVA may not get to play VT and possibly UNC twice per season on a regular basis in basketball. I mentioned this because originally the ACC used the division format for basketball and that was one of the reasons VT wanted to be in the same division as UVA. The same concept could still be applied even if the ACC didn't have divisions for basketball. Basically a team would play everyone in their "quad" twice and every other team only once per season.
