Quads won't work for your Sun Belt proposal though

because you have 9 schools in the East and only 7 in the West

In order to balance out the divisions, then the Sun Belt would have to move either Marshall, 1 of the NC schools, or 1 of the GA schools to the West. None of those options make sense particularly if the whole point is to promote regional rivalries. In fact, moving either school to the West would go against the entire purpose of having quads.
