Well, currently they are the ruling body on this matter.


All this talk of an Alliance re-writing the rules is just that talk. It is a lot of hot air being pushed around and absolutely NOTHING will come of it. But, if and when it does, there will be a new ruling body that defines these things, until then it seems a POD is DOA.
