Just called and asked them. USAA did say it is normal for an insurer to


collect statements from all the parties involved, so this is not some nefarious plot to deny the claim.

But they also said it was perfectly reasonable to say she isn't comfortable giving a statement and to refer them to USAA.

Knowing her, if not talking to them is a choice, that is what she will choose.
