I worked directly with the military and the civilians were considered to b there for continuity over time. Then someone decided that anyone who had been in the same place for more than five years, needed to move. Basically broke the whole system to the point that someone finally decided that was a bad idea. So, after spending bookoo amounts of money making people move, they not only ended up making experienced people that didn’t want to move move, creating inexperience on both ends, they had a boatload of people leave or retire, further exasperating the problem. I was in the retire group, so I guess I ended up ahead.
