Very true. But perhaps government stimulus would be better used...
...to assist the ramp-up in production of N95 masks for all U.S. citizens that would allow most businesses to continue to operate. If you don't lose your job in the first place because of shutdowns, you don't need a government stimulus check.
I don't believe cloth masks are totally useless, as they do catch some particulates that transmit virus particles, but the way many people use them, I do believe that their collective effect is very minimal. I can't even begin to count the number of people I've seen wearing them under their nose, or even under their chin. (which is probably most idiotic and spineless decision possible - why be both uncomfortable and TOTALLY unprotected? Either wear the mask, or have some guts and say "no way!") At least with an N95 mask, you're either wearing it or you're not - there's no "in between".
I believe massive production of N95 masks would have helped reduce the spread of the virus and would allow many people to continue working. If a vaccine can be developed from scratch in ~9 months, I believe large increases in N95 mask production could have been achieved if this had been made a goal...so the fact that it wasn't makes me suspicious of the endgame. That's all I'm going to say.
