Initially it was the run on masks and shortage of inventory

which is not shocking as the entire world runs on just in time inventory. So the smart thing to do was to discourage use so as to have them available to people that really need them. Now with the supply in full force they want you to wear them. Of course normal people mess with them and touch them and contaminate them about 6 seconds after putting them on and don't wear them correctly so now it is about making dumb humans feel more confident on being in public.
