The rules are worked on and submitted by sub-committees and then voted on


by members. The people at the NCAA are not against the new legislation in general terms, but the NCAA is like congress and it is very slow. The California and the legislation would over run them, therefore there is a sudden fire to get ahead of this, because they already have a severe lack of credibility as an organization right now. I am hearing the threat has lit a fire under them to get this done.
