Yes, I do agree with you that the DEA will use them more in interstates
Although I think you could eventually see them on secondary roads (i.e. 11, 15, 17, 28, 29, 33, 42, 460, etc.) because they are frequently used as alternate routes in drug trafficking. The secondary roads listed above are example purpose only. I picked them because they are somewhat heavily used at various times and they could be popular alternate routes to the interstate within VA. If 1 did pop up on US Rt 29, then I am not sure a driver would be able to tell the difference between a DEA funded one and a non-DEA funded one without doing some research on FedBizOpps.
