BYU-Idaho and BYU-Hawaii don't need to have 35k stadiums though.
DI-FBS schools must have an average home attendance of at least 15,000 (over a rolling two-year period). BYU-Idaho has enough money to cover the cost of 4 full contact football teams which could be roughly equal to 1 FBS team in terms of bodies or even more.
The only other things both schools would have satisfy is the DI requirements: "Schools must field teams in at least seven sports for men and seven for women or six for men and eight for women, with at least two team sports for each gender." BYU-Hawaii already competes at the DII level, so it would need to add at least 2 sports for each gender in order to transition to the DI level. I am not suggesting this move would be inexpensive by any stretch of the imagination. However, it comes down to how much is the LDS Church willing to do in order to protect BYU and make sure BYU maintains the level exposure of a DI school.
