Texas definitely holds the cards. They can join any conference that they choose. Their biggest obstacle will be their "Tech problem". Lawmakers will make it difficult for them to join without Texas Tech (and possibly Baylor and TCU?). Same with Oklahoma and Kansas with their instate rivals OSU and K-State. Quite the conundrum. Also OU wanted expansion but didn't support Houston.
