because the airlines put so many restrictions on them. Practically unusable to the average Joe. And everyone knows it.

Offer cash and an automatic upgrade (if available) on the next flight. If the flight is next day throw in a cab ride to a prepaid hotel room with a restaurant voucher.

Then you'll get your volunteers.
