You can thank the public circus Swofford conducted with site visits mostly.

Swofford made the entire effort a major public circus with a spectacle that enabled opposition to form on the campuses of UNC and Duke, and for the Big East schools to file a lawsuit before the site visits were completed.

Chancellor James Moeser at UNC and President Nan Keohane at Duke voted for expansion and the green light to the process of forming the expansion committees that were used to vet the candidate members. But while John Swofford was playing out his circus publicly, the Duke Faculty had a mutiny against the expansion effort that Koehane was too weak to go against, and the UNC Rams Club big donors had a mutiny because they thought they would get fewer tickets to the ACC men's basketball championship tournaments with additional members in the conference. Jim Moeser was too weak to go against them.

You'll never see John Swofford discuss any of his plans publicly again after that circus. It ended up working all out in the end with BC and Syracuse here anyway with Pitt thrown in for good measure.
