For the most part, this is true.
When fuel tanker trucks go to a fuel pipeline terminal to pick up fuel, the fuel all comes from the same source. Depending on where it's to be delivered, the driver inputs a code at the terminal that triggers the appropriate detergent formulation to be sprayed into the tank. Each brand (Exxon, Shell, etc.) has a slightly different detergent formulation. Unbranded gasoline typically has no detergent. Whether the detergent is marketing hype or really makes a difference depends on who you talk to.
