The premise is strange: if you suck, you get less practice time.

If you are bowl-worthy, you get more. I agree that if you allow practice for one school you should allow it for all, but see no need to limit bowls. Once the number is over 20, it's hard to argue that you can stop dilution. And who really cares enough to try?
