I .think. that if you actually see two transactions, it's because they
submitted the actual transaction (with the tip) without supplying the reference number from the authorization.
When you submit an authorization, one of the things that gets returned is a reference number and you're supposed to supply that reference number when you submit the actual transaction. If there is a bug in your software and you fail to do so, then the actual transaction doesn't get tied to the original authorization.
I suppose this would annoy your customers if they happen to be right near their credit limit although if you're not within $dinner of your credit limit, then this doesn't really matter. (And if you are within $dinner of your credit limit, then you should rethink your spending habits.)
My case was a little different, though, at least I assume. In mine, the actual transaction hasn't gone through yet. (I have no reason to believe it won't be for the right amount, although obviously I haven't seen it.) But the authorization was for 1% more than the bill.
