Is it a normal thing for restaurants to pre-authorize more than the bill?

Always, whenever I have looked online at my credit card, the authorized amount is exactly the amount of the bill and then once the transaction is posted, the tip gets added on.

Last night, I had dinner and the authorized amount was for 1% over the bill (not 10% ... 1%). That seems ... odd.
