It is possible the increase in pay is not a driving factor here.


He is from Waynesboro and I believe a good percentage of his family still lives there. His wife is from "The 'Burg" (what us natives call Harrisonburg) and I believe her family still lives around there. If he loves living in that part of the Valley and family is important to him, then he might be one of those people who would turn down any salary offer and relocate his family. His wife is a teacher at one of the middle schools in Harrisonburg. I believe the middle daughter is currently in middle school now, so it is possible she gets to attend the same school her mother works at and maybe gets her mother as a teacher even though they live in the county. The youngest daughter may get the same opportunity when she is old enough for middle school.
