The only thing that would push ND into a conference is if you have to be a

Conference champion to get into the playoffs.

So you would need for conferences to consolidate to
a power 4 and the playoffs don't expand beyond 4 teams and you have power 5 conference champions as the 4 auto bids leaving no spots for at large teams.
