You place the 16 teams into the following pods:

ACCE:
ND
Navy
BC
Cuse

ACCMA:
Louisville
Pitt
UVA
VT

ACCNC:
Duke
Wake
NC St.
UNC

ACCS:
FSU
Clemson
Miami
GT

Teams play their own pod and another pod each season. The pods rotate through every two seasons after home and homes. There are 7 conference games that count.

Here's the pros of this set up.

1. ND could join and agree to only play 7 conference games! This is HUGE for them.
2. Schools like Clemson and FSU could occasionally play only 7 conference games if they would like. This helps secure 7 home football games each season, which is worth MILLIONS to schools.
3. Rivalries like UVA vs. UNC, Clemson vs. NC St., and VT vs. Miami could be played out of conference in seasons in which the schools aren't matched up.
4. It's actually more competitively fair. There's no unbalanced schedules in which some Coastal teams play FSU and Clemson while others play Wake and BC. This way, all 8 teams play each other for the ACCCG spot.
5. A home and home will be played with each and every ACC school every 6 seasons.

And oh...I mostly agree with your ND TV deal. ND can play its home games on NBC and their away games can be included in the regular ESPN contract. ND could receive a lesser TV pay out from the league. Everyone is happy that way.
