I could see the ACC setting up a divisionless 16-team league with a matrix that defines permanent rivalries. Something like below where the X-RIVAL blocks represent teams that play one another every year. Each university will play 8 conference games. Therefore, the 6 permanent cross rivals each school plays annually means some schools will only see one another every 4 to 5 years. If FSU, CU and ND could embrace a 9-game schedule, non-cross rival schools could play one another every 3 years, which would feel more like a true conference IMO. But I have my doubts FSU, CU or ND would ever cave.

Navy would hate the X-RIVAL #1 block, which could be brutal for them in most normal years. The X-RIVAL D block is the crappiest block, which I could only assume Tech would get placed there. But Tech never wants to rock the boat and all the other X-RIVAL blocks work out well for the most part... especially for ND which is probably what this is all about anyway. Clemson and UVa get screwed a little in my set-up as they wouldn't play 3 of the North Carolina schools more than once every 4 to 5 years.
