Their biggest issue is a 7 home game requirement.

They are very concerned with being in a position of 4 ACC home games with 5 road and a road Florida and/or South Carolina. That leaves 2 more games, and they can't get to 7 home games. They each want 1 cupcake FCS home game. If you can solve the 7 home game puzzle with an FCS game and an quality OOC opponent not in-state, they'll support 9 ACC games. This is the issue. They have big stadiums and want 7 games per year in them.

The ACC passed 9 ACC games once, but when Clemson, GT, and FSU went to schedule that way they ran into problems.
