This is what I believe too.

Starting before the end of the Beamer era, handlers were shutting out VT and did establish a mindset that "you are better than VT" to a lot of their players. And the handlers had a greater grip on the kids than the HS coaches did.

I also agree the handlers appeared to tell first Beamer then Fu that if VT couldn't help the 2nd and 3rd tier athletes, we would get nothing from them.

Additionally it appears that G Scott was the only person able to somewhat get through that roadblock. With him gone it appeared Fu just decided he could get as good other places as he would be able to get in 757 and just as well not spin his wheels down there.
