of course it's law and educational institutions that take federal money must abide by it

However, if you no longer have athletic scholarships, you no longer have to worry about Title IX equity with respect to athletic scholarships...Title IX has been a driver of lots of athletics decisions over the years based on the need to maintain that equity...if that need is removed, it's kind of an end around for that element of Title IX applicability.

What would the other motivation be for getting rid of athletic scholarships?
