It is possible Emmert's decision to step down may have nothing to do
with his job performance. If he wasn't performing up to the members' standards, then he wouldn't be able to finish out the current term which ends on June 30, 2023. Given that he is currently 69 (turning 70 in December), it is likely he is retiring at the end of the current term. It is likely the media chose those words intentionally to generate clicks/rates because they either don't like him, don't what is happening with the NCAA, or he is an easy punching bag because he is the current face of the "NCAA."
The irony in all this is that it is the schools that created this mess in the first place. However, the media doesn't want to acknowledge that because it is a lot easier to point the finger at 1 person than an entire group. Plus, it doesn't make good business sense to throw the schools underneath the bus since the media has to work with them in order to do their jobs.
