Wow, what an awesome experience!

I know what you mean about people not taking advantage of the things that are available. My first assignment was in Key West, and there were people complaining about being stationed there. I asked if they did any fishing, snorkeling or diving, and the answer to all three was "no." That was about as bad as not taking advantage of those free halibut charters. Just wow!

I did my initial PADI dive certifications in Key West. An EOD guy who was stationed there worked out a deal with a local dive shop that he would provide the instruction and they would provide the equipment. I think it was about half the price of getting certified in town.

If I want to go to Busch Gardens or Kings Dominion, you can buy discounted tickets from ITT. That's just the theme parks. They also offer discounted tickets to almost all of the local attractions, movie theaters, etc. Just do it!
