There are different facets to this


But the short answer is that it's part of the "give", along with Medicare integration, to eliminate USPS prefunding of retiree health benefits requirement thus saving billions of dollars. Regarding the separate health plans issue itself, the argument in the past has been that the age and health of USPS employees differs from the rest of the federal government and therefore could mean different premiums. I don't know that to be factual, just stating what I've heard in the past.
