I have 3.


1) Change OT. Neutral position only. 2 minutes no sudden death. If still tied, then continue neutral with sudden death. No more top-bottom.
2) If 30 sec RT accumulates with neither an escape or back points then go neutral restart.
3) Change back points to 2, 3 or 4 pts equal to count.

Re stalling - would like to see a lot of things done here, but no amount of rule changes is going to fix the stalling problem - it is simply a subjective call that will always be controversial. It would help to try and bring some consistency to it. I agree with @HokieToph that stalling on top is not called anough, but my #2 above should help resolve that.
