Kaliningrad is a Russian Enclave on the Baltic Sea they took after WW2 that sets just north of Poland and West of Lithuania. They have a massive port there and this is NOT connected by land to the Russian mainland. Literally, there is a part of Russia called Kaliningrad that sets kind of in the Northern-Middle of Europe, also just south of Sweden and not far from Warsaw, and not far from Germany. The culture there is German regarding architecture, but it's 90% Russian, and Russia wants to make this their "Hong Kong." Financially, it's far better than mainland Russia. The Baltic states are heavily dependent on Russian fossile fuels to the point to where Russia controls their economy. They don't need to invade them and probably wouldn't want to upset their already dependent Baltic states regarding energy where Russia makes lots of cash with these 3 states. Not only that, Finland is nearly 99% dependent on Russia Gas/Oil. Finland has recently declared to change it, but that will take time, or Finland's economy could collapse.
