It would require a burden of proof that there is collusion or an unfair selection practice. That's difficult to accomplish if you have a large and purportedly independent committee voting. The biggest issue I have with Quadrants is artificial boundaries. Playing a team with a net rating of #45 verse #55 is completely negligible, but it is the difference between a Quad 1 and Quad 2 matchup. Winning a Quad 1 game by a single point is worth more than winning a Quad 2 game by 20 points, even though the teams could literally be interchanged if they are on the bottom of Quad 1 or top of Quad 2.
