Da. I say that because in just about every speech he keeps referring to


the Russians and Ukrainians as being "one." Plus, Ukraine has only been truly independent a few brief years in its entire history (relatively speaking). @bourbonstreet correct me if I am wrong here, but I believe Ukraine was apart of Kyivan Rus and Russia (going back to Catherine the Great/Peter the Great Era).
